Kontsiwe stated, “The outbreak has resulted in significant financial losses, placing strain on farmers and the broader food system.”

Another R25 million targets biosecurity infrastructure to cut climate risks in livestock.

Relevant Context

FMD disrupts livestock movement and blocks export markets. This outbreak hit production hard in the Eastern Cape.

The province now focuses on tools like the Livestock Identification and Traceability System (LITS). R4.5 million funds this rollout for better disease control.

Past issues with biosecurity have worsened outbreaks. Stronger systems can limit spread.

Implications

These funds ease financial pressure on farmers. They also boost compliance with animal health laws.

Export limits hurt income from livestock and crops. New facilities could reopen markets.

Support for poultry, grains, and citrus aids smallholders, youth, and women. This spreads benefits across communities.

Near-term Developments

An export quarantine facility at Dohne Agriculture Development Institute is planned. It will help producers meet import rules.

Partnerships include R42 million from ECRDA and Land Bank for blended finance. R80 million targets grain and oilseed growth, plus 62km of fencing.
