Mangaung Starts Phase 2 of Hostel Redevelopment in Dark City and Silver City

The Mangaung Metropolitan Municipality will soon start Phase 2 of the Mangaung hostel redevelopment project for Dark City and Silver City hostels. This affects low-income households and former hostel residents in the area. It matters now during Human Rights Month. President Cyril Ramaphosa plans a site visit today to the sites. Phase 2 of the project begins in April 2026. It will run until March 2027. This phase builds on Phase 1. That phase delivered 130 residential units.

Before redevelopment, conditions were poor. Silver City hostel had 314 units. These served about 1,248 residents with shared bathrooms. Dark City had 128 rooms for more than 2,000 people. They shared kitchens and toilets.

The Hostel Redevelopment Programme started in 2001. Mangaung began upgrades in 2009. These added water, sanitation, electricity, and roads. The hostels were reconfigured into 619 family units. It also included 121 RDP houses for those who qualify.

The project faced issues. These included delays and poor contractor work. Vandalism hit construction sites. The Auditor-General found material irregularities. (SAnews.gov.za)
